When a picture needs to become a document
Most of the time this is a phone photograph of something on paper: a signed page, a receipt, an ID, a form somebody filled in by hand. An image is fine to look at and awkward to submit, because almost every organisation that accepts documents accepts PDFs, and several will not take a JPEG at all.

Getting a photograph to look like a document
Photograph the page square on rather than at an angle, in even light, with the whole page in frame. A page shot at an angle keeps its perspective in the PDF, and no amount of processing makes it look like a scan.
Crop to the page before converting, so the PDF is a document rather than a document on a table. Choose the page size deliberately too: a photograph placed on A4 with sensible margins reads as a document, while the same picture stretched edge to edge reads as a picture.
If the result has to be searchable or the text reused, run OCR afterwards. Converting to PDF alone does not create text, it packages the pixels.
